Korea-Indonesia Ocean Technology Capacity Enhancement Action (KIOTEC-CEA)
The Korea-Indonesia Ocean Technology Capacity Enhancement Action (KIOTEC-CEA) is designed to enhance the capabilities of early-career ocean professionals (ECOPs) in Indonesia by providing advanced training and fostering international collaboration. The project will be carried out through the utilization of training and cooperation centers established by the governments of Korea and Indonesia. These centers function as operational hubs for delivering capacity-building activities, including education, technical training, and collaborative research. While grounded in Korea-Indonesia cooperation, it will also extend engagement to other regional partners, including Malaysia, the Philippines, Thailand, and Vietnam.

To empower ocean professionals through by providing advanced training, fostering international collaboration, and facilitating the exchange of knowledge and best practices to develop and apply lasting solutions that support sustainable ocean management and a resilient marine future.
Mission:
To build a network of skilled, innovative, and globally connected marine professionals who can lead efforts to protect and sustainably manage marine resources in Indonesia and the broader Southeast Asian region.
Main Activities:
- Graduate-Level Education: Offer scholarships for master’s and doctoral-level studies in marine science, with a focus on research that addresses critical ocean knowledge gaps in Indonesia.
- Short-Term Technical Training: Provide short-term training programs in the operation of marine research equipment, such as drones, remote sensing tools, and oceanographic instruments. These programs will be held at the bilateral cooperation centers established by the governments of Korea and Indonesia.
- ECOPs Exchange Program: Facilitate exchange programs between Indonesian and Korean ECOPs, allowing participants to gain international experience, collaborate on research projects, and build professional networks.
- Short-Term Research Support: Provide funding and logistical support for short-term research projects conducted by ECOPs, focusing on topics such as marine biodiversity, coastal management, and sustainable fisheries.

Past activities related to the UN Ocean Decade 2025 have fundamentally advanced marine science and technology capacity in Indonesia through key project endorsements and the establishment of a dedicated training center. A significant milestone was achieved when the Korea-Indonesia Ocean Technology Capacity Enhancement Action (KIOTEC-CEA) and the Korea-Indonesia Coastal Ocean Environment Survey Training (KICOEST) were officially recognized as UN Ocean Decade Actions on March 6, 2025. This recognition underscored the international commitment to these vital programs and set the stage for a series of intensive programs at the newly established Korea-Indonesia Ocean Fisheries Integrated Training Center (KIOTEC) in Ancol, Indonesia, which also celebrated its official opening ceremony on February 24, 2025.
Korea Visit Program: Implementation of ODA KIOTEC Project and Early Career Ocean Professional (ECOP) Program 2025

Complementing capacity-building efforts, a crucial international exchange took place with the ODA KIOTEC Korea Visit Program from May 19-24, 2025. This six-day program brought 15 participants, including MTCRC staff, Indonesian government officials, and ODA KIOTEC master’s scholarship awardees, to come visit South Korea, providing first-hand exposure to advanced marine research institutions. Activities included tour of Pukyong National University’s research vessel and Faculty of Fisheries Science, visits to the Korea Institute of Ocean Science and Technology (KIOST) Headquarters (including a meeting with the President, KOSC Satellite Center, and water tank facility), and a visit to KIOST Namhae (Library of Marine Samples and Department of Ecological Risk Research). The program also incorporated cultural immersion activities in Busan, Suncheon, and Seoul. Throughout all training programs, participant satisfaction surveys consistently reported high levels of approval, with attendees gaining new knowledge and skills, finding the material clear and understandable, and expressing strong interest in future MTCRC events, underscoring the success in building vital human resource capacity for ocean science and technology in Indonesia.





Marine Survey Equipment Training 2025

Following the opening of KIOTEC in February 2025, KIOTEC became a center for practical training. From February 24-27, 2025, an inaugural training session equipped 40 Master’s Degree scholarship awardees from six Indonesian universities with essential skills in operating Acoustic Doppler Current Profiler (ADCP) and Conductivity Temperature Depth (CTD) sensors for marine surveys. This foundational program was then expanded from April 22-24, 2025, with a specialized 3-day course for 20 BPPSDMKP (Indonesia Agency for Marine and Fisheries Extension and Human Resources Development) polytechnic lecturers and students, providing in-depth knowledge and hands-on experience with ADCP and CTD sensors, aiming to strengthen marine survey education and foster collaboration. The training momentum continued with the second major session of the year from July 7-10, 2025, involving 40 participants. This session significantly focused on practical skills and exposure to the Multibeam Echo Sounder (MBES) for seafloor mapping and preliminary identification of sedimentary material, integrating theoretical learning with actual field surveys and intensive data processing using software like HYPACK and HYSWEEP.

About the KOREA OCEANAID

The Government of the Republic of Korea continues to implement programs such as scholarships, training, special topic courses, and training center establishment for capacity building through the Official Development Assistance (ODA) Project titled “Establishment of the Integrated Ocean Fisheries Technology Training Center and the Enhancement of Capacity Building in Indonesia”, also known as KOREA OCEANAID ODA KIOTEC.
This project was officially launched on 12 June 2024 in Busan, South Korea, through the signing of an Implementation Arrangement (IA) by the Coordinating Ministry for Food Affairs (formerly the Coordinating Ministry for Maritime Affairs and Investment), Agency for Marine and Fisheries Extension and Human Resources (BPPSDMKP)-Ministry of Marine Affairs and Fisheries, the Ministry of Oceans and Fisheries (MOF) of Korea, the Korea Institute of Ocean Science and Technology (KIOST), and Korea-Indonesia Marine Technology Cooperation Research Center (MTCRC). Funded by MOF Korea and conducted by KIOST and supported by Korea-Indonesia MTCRC, ODA KIOTEC focuses on establishing and operating a marine training center in Indonesia, as well as developing capacity-building programs tailored to the needs and priorities of the country’s marine sector.
